Before MANUAL BRAKE RELEASE LEVER can be operated, winch handle MUST be removed
from HIGH or LOW speed return shaft. When winch handle is on either shaft, an interlocking
safety device prevents movement of the MANUAL BRAKE RELEASE LEVER.
